Cleveland Metropolitan School District educates approximately 30,000 elementary students across 81 schools in 2024–25, with an average 16:1 student–teacher ratio and 86% minority enrollment. Academic proficiency remains low: just 25% in reading and 15% in math, significantly trailing statewide averages (˜60% and 52%).NAEP data show only eight percent of eighth graders performed at or above proficient in reading, and scoring remains well below pre-pandemic levels.Despite these challenges, CMSD earned its first-ever three-star overall rating on the 2023–24 Ohio Report Card, including four stars for student progress—evidence of strong year-over-year gains. District strategies include implementing a unified science-of-reading curriculum, a new math curriculum, attendance interventions with community partners, and real-time online gradebooks for parental engagement.
