Scranton School District serves around 9,300 PK–12 students (about 12 elementary schools) at a 14:1 student–teacher ratio, with 66% minority and over 76% economically disadvantaged students. Academic outcomes remain challenging: only 13% reach math proficiency (vs. 36% statewide) and 31% in reading (vs. 55%).However, Frances Willard Elementary achieved standout growth—51% proficiency in both subjects—thanks to focused basic-skills interventions.?To close citywide gaps, the district revived Head Start preschool in 2025, funded in part by federal grants, strengthening early literacy foundations.This, along with academically intensive after-school programs, aims to reduce learning loss and narrow achievement disparities.
