Newport News Public Schools serves approximately 26,000 students, including 18,000 elementary students in 24 schools, with a student–teacher ratio of 15.3:1 in grades K–7 in 2023-24.Elementary proficiency stands at about 32% in math and 51% in reading, both well below Virginia averages (~53% and ~67%) and placing the district in the bottom half statewide.
Despite persistent challenges, standout campuses—such as Hilton Elementary and Achievable Dream Elementary—report proficiency rates climbing to 67-77% in reading and math by Grade 5, significantly outpacing district norms.Recognized schools like Deer Park, Dutrow, and Richneck Elementary consistently rank among the district’s top ten for academic growth and parental engagement. With literacy reforms, intensive tutoring, and magnet school expansion underway, Newport News is working to reclaim academic ground and strengthen early-learning outcomes across its elementary schools.
