Cincinnati Public Schools (CPS), Ohio’s second-largest district with approximately 35,600 students across 39 elementary schools, operates at a 17:1 student–teacher ratio and serves a predominantly economically disadvantaged, minority population.
On the 2023–24 Ohio Report Card, CPS earned a 2.5-star overall rating, improving from 2 stars, but continues to “need support” in early literacy and achievement. Reading proficiency stands at ~37%, and math at ~28% for elementary grades, both below state averages (~60% and 52%). District-wide strategies include implementing the Science of Reading aligned curriculum, scaling MAP testing data for targeted interventions, expanding instructional coaching at schools, and strengthening attendance outreach. With consistent growth across tested outcomes—especially third-grade reading, which rose nearly 10 percentage points—CPS is advancing toward more equitable and robust early learning.
