Jowell Elementary School in the Katy area heads into 2024–25 serving 575 grades 3–5 students with two full-time school counselors — one of the few CFISD upper elementary campuses in this group to maintain dual counseling support. The school serves a 94% minority student body with 85% economically disadvantaged enrollment within Cypress-Fairbanks ISD's split grade-span model. For a grades 3–5 campus in the Greenhouse Road corridor of the greater Katy TX area, the sustained dual counseling structure reflects CFISD's meaningful investment in comprehensive student support for high-need communities.
