Toledo Public Schools (TPS), one of Ohio’s largest districts, serves approximately 23,300 K–12 students, including 42 elementary schools, with a 16:1 student–teacher ratio (2018 data; updated district structure maintained in 2025). In 2023–24, TPS earned a 2.5-star state report card rating, indicating performance just below state standards.Districtwide proficiency stood at 27% in reading and 19% in math—below Ohio averages of 36% and 52%.
To accelerate improvement, TPS launched a district-wide literacy initiative in 2024, focusing on structured reading programs and staff development. Professional learning and data-driven instruction at schools like Ottawa Hills and Stranahan have led to notable early literacy gains. By combining targeted intervention, school-led best practices, and sustained training, Toledo is steadily improving its elementary education and striving for greater equity and academic achievement.
