Savannah–Chatham County Public School System (SCCPSS)—Georgia’s 10th-largest district serving over 35,900 students in 23 elementary schools—faces significant academic challenges. In Spring 2024, 41.5% of third graders read below grade level; over half were behind in fourth and sixth grades on Georgia Milestones assessments. However, districtwide content mastery sits near 55%, slightly below the state average of 64.9%.
To address this, SCCPSS launched a districtwide Science of Reading curriculum in early 2024 and enlisted a new Literacy Effectiveness Officer to oversee implementation and training.
Impressively, 19 schools earned state recognition as Literacy or Math Leaders, including Savannah Classical Academy as both. With strategic curriculum reform, data-driven instruction, and growing school-level success, Savannah is laying foundations for stronger and more equitable elementary achievement.
