Richmond Public Schools serves roughly 15,000 elementary students across 37 schools, with a student–teacher ratio of ~15:1 and 88% minority enrollment in 2024–25. Standard of Learning (SOL) proficiency stands at about 45% reading and 32% math, versus Virginia averages of ~67% and ~53%. However, early literacy rebound is underway: PALS assessments show 65.4% of K–2 students reading on grade level, surpassing pre-pandemic levels.
SOL pass rates across RPS improved in 2023–24, with reading rising to 50% and math to 47%, along with increases in writing, science, and social studies.
Growth metrics at schools like Fairfield Court and John B. Cary show dramatic gains (10–30 percentage points) between fall baseline and spring SOL performance. Leveraging data-driven literacy reforms, attendance supports, and targeted interventions, Richmond is making measurable progress toward academic recovery and equity in elementary education.
