Bloomer Elementary School is one of the best elementary schools in Council Bluffs, Iowa. It is a public Pre-K–5 school that is known for having a supportive environment, strong academics, and a focus on learning as a whole child. There are about 350 to 380 students at the school, and the student-teacher ratio is about 14:1. This means that teachers can pay more attention to each student. Bloomer has a lot of different kinds of students and offers important programs like preschool, Title I services, special education, and help with English as a second language. This makes sure that every student gets the help they need. The scores for math and reading proficiency have been going up over the past few years, which means that students are doing better in school. Families like Bloomer Elementary because it is a safe place to go to school, the teachers care about their students, and the school works hard to make learning a fun, community-based experience.

The district is getting ready to vote on renewing its "Revenue Purpose Statement." This statement allows the use of state sales tax (SAVE) and local PPEL funds for school infrastructure, technology, and building maintenance. This is a step toward long-term investment in schools like Bloomer.
