Norfolk Public Schools serves about 18,900 elementary students across 36 schools with a student–teacher ratio of ~13:1 and 80% minority enrollment in the 2024–25 school year. District-wide proficiency remains below state averages: around 52% reading proficiency (vs. 67% statewide) and only 25% in math (vs. 53%). Although overall rankings place the district in the bottom half of Virginia in academic performance, schools like Suburban Park, Tarrallton, and Ocean View Elementary frequently emerge as local favorites for strong community ties and consistent instruction.
To improve outcomes, NPS has strengthened literacy initiatives, added instructional coaching, and adopted data-driven interventions focusing on structured phonics and math supports. With growing stability and targeted reform, Norfolk is working toward measurable early education gains.
