Harrisburg City School District serves approximately 4,600 elementary students across 10 schools in 2024–25, with a 15:1 student–teacher ratio and 98% minority enrollment, 74% economically disadvantaged. Academic proficiency remains a challenge: just 17% in reading and 5% in math, compared to Pennsylvania averages of 55% and 36%. However, a district reconfiguration reinstating fifth grade in elementary schools aims to boost achievement, attendance, and behavior.
Notably, growth-based metrics show students typically gain 4.3 academic years over five years, on par with wealthier districts. To accelerate progress, Harrisburg combines structured curriculum, benchmark assessments, and intensive literacy supports from preschool onward. By emphasizing year-over-year growth and data-driven instruction, the district is laying the foundations for more sustainable improvement.
