Atlanta Public Schools (APS), Georgia’s largest urban district with ~50,000 students across 50 elementary schools, recently outpaced many peers in elementary literacy and math gains. According to the 2024 NAEP, APS was the only major urban district to achieve a 6.9-point rise in fourth-grade reading and an 8-point gain in math from 2022–2024.APS invested around $12 million in its district-wide rollout of the “science of reading” curriculum and coaching support for teachers.
Reading proficiency on Georgia’s Milestones rose by 2.2 percentage points in 2023–24, with standout growth at schools like Parkside and Barack & Michelle Obama Academy.
Key challenges remain—high chronic absenteeism and persistent gaps impacting Black, low-income, and English learner students—but APS’s data-driven literacy reforms, expanded instructional coaching, and mental health investments are positioning the district for continued elementary-level gains.
