About Rachel Yee Quill
Rachel Quill is Founder and College Counselor at Scope and Path Educational Consulting LLC, which she launched in July 2025 in Oakland, California. She provides college counseling and application development to help students find and gain admission to schools where they can thrive academically and socially. Services include comprehensive planning with assessment, course selection, extracurricular guidance, college list creation, application and personal essay guidance plus decision making support; essay development; and hourly consulting. Her approach helps students uncover what matters to them through conversational questioning and reflection while providing essential information about admissions processes, structure, timelines and tracking to make the journey manageable. She is a member of the Independent Educational Consultants Association.
Rachel brings lifelong experience as an educational leader, learning designer and teacher coach passionate about helping students grow positively, deepen understanding and improve lives. From April 2016 to June 2024, she served as Director of Teaching and Learning in Academic Affairs at Shorelight, overseeing curriculum development, instructional design, academic operations consulting, global citizenship training and professional development for international student pathway programs at partner universities. She directed online intensive English language programs, led Academic Integrity Working Groups, facilitated Global Citizenship courses and workshops, co facilitated annual IEP Summits and observed and coached faculty. Previous roles at Shorelight included Senior Manager of Teaching and Learning, Design Manager, Instructional Design Specialist and Curriculum Developer.
Rachel's career spans decades in instructional design, curriculum development and language education. From July 2015 to June 2016, she was Instructional Design Consultant at Halmi Performance Consulting. From April 2007 to April 2016, she served as Lead Instructional Design Consultant at G2nd Systems, designing online courses for intercultural business communication. From April 2013 to December 2013, she was Instructional Design Consultant at DynEd International. From April 2007 to April 2010, she worked as Grant Writing Consultant at Little Kids Rock. From January 2001 to January 2003, she was Senior Training Specialist and Project Manager at World Learning for Business. Rachel holds an MA in International Development Education from Stanford University, a BA in Chinese Language and Literature from Oberlin College where she was Phi Beta Kappa, a TESOL Certificate from San Francisco State University, a Teaching English as a Second Language Certificate from UC Santa Cruz and studied Junior Year Abroad at Peking University.
